NCVHS to Propose Medical Claim Attachment National Standards

Testimony by Jopari at February 16 NCVHS Hearing Offers Key Industry Perspective

Concord, CA—February 16, 2016—Healthcare technology leader Jopari Solutions will offer key standards’ organization and clearinghouse industry perspectives on medical claim Attachment Standards at the February 16 Hearing of the Subcommittee on Standards of the National Committee on Vital and Health Statistics (NCVHS), official advisory committee to the Department of Health and Human Services (HHS).

The Subcommittee is gathering industry input to consider in making recommendations for adoption to the Secretary of HHS regarding Operating Rules and Attachment Standards. Testimony focuses on:

· Business needs and use cases

· Benefits and efficiencies

· Possible risks, concerns and costs

The intent of these hearings is for the panel to receive testimony from knowledgeable industry participants as to the most appropriate transactions and operating norms, allowing a recommendation to HHS on rules allowing Providers and Payers to exchange Attachments to facilitate claims processing.

Today, some 49M electronic Attachments are processed annually by healthcare lines of business. Jopari currently processes the majority of these electronic Attachments nationally, approaching 3M Attachment exchanges per month, involving both group health and Property & Casualty Providers and Payers. Particularly in workers‘ compensation and auto medical lines of insurance, the majority of electronic bills require additional information, or Attachments, before a Payer can adjudicate.

Considering the comparatively huge scale of government and group health claim exchanges, most Attachments today remain paper driven, which is inefficient and causes delays in making payment determinations. NCVSH recommendations to HHS will promote the ability for healthcare Providers and Payers to exchange attachment using adaptable methods to facilitate more efficient claims processing.
