Paper submissions will no longer be accepted or enforced—marking a significant shift toward a fully digital billing process in the state’s workers’ compensation system.

What You Need to Know
The NYWCB’s CMS1500 regulation Subject Number 046- mandates that providers must submit bills and attachments electronically to both the payer and the Board. Here are the key highlights:
- Electronic CMS-1500 submission becomes mandatory on August 1, 2025.
- Providers are required to use a NYWCB approved XML Submission Partner for electronic submission of the CMS1500 and attachments.
- Payment may be denied when a bill is submitted improperly (i.e., not submitted electronically through an approved electronic submission partner).

While providers can still submit paper CMS-1500s to an approved submission partner for electronic processing, payment may be denied if the process doesn’t meet the mandated requirements. The safest route? Transition to a digital workflow well before the deadline.

To help offset the CMS 1500 XML transaction cost , providers are allowed to use code 99080, previously a no-charge code, as a billable “By Report” (BR) code—up to $1—for special reporting needs.
