JOPARI ANTICIPATES eBILL SUCCESS IN TEXAS THROUGH INDUSTRY COOPERATION, COORDINATION AND COALITION BUILDING

Prominent eBill Compliance Agent Says Key Strategies Will Strengthen  Provider Adoption of Workers’ Compensation EDI Billing Mandate Starting 1/1/08

CONCORD, CA—NOVEMBER 5, 2007—Jopari Solutions, Inc., the leading supplier of bill cycle automation services to property and casualty industry payers, states many key factors to the success of Texas eBill regulations going into effect January 2008 require broad cooperation, coordination and coalition building among eBill Processing Agents and other third party EDI services providers. The Texas eBill regulations mandate conversion to  electronic submission  of medical bills  by workers’ compensation health care providers, and return of electronic explanation of reimbursements by insurance carriers.

Jopari has identified key strategies for eBill success in workers’ compensation: provider education; stakeholder and vendor preparedness; ease of interoperability; electronic documentation; and form/format issue resolution. These are not just provider or payer issues; but cut across numerous constituencies and necessitate industry-wide responses.

According to Jopari, immediate and long term business and technical challenges make commitment to mutual dialogue and problem solving an essential objective for the industry, in light of the January 2008 Texas eBill requirements.  Transition from costly paper based medical bill processing to efficient EDI based medical transaction systems in California and other workers’ compensation jurisdictions nationally will also benefit from the collaboration of all stakeholders.

J.R. “Steve” Stevens, CEO of Jopari, stated, “Collaboration involving all third party vendors will best serve providers by enabling them to use their existing business processes to achieve eBill compliance.  Rapid beneficial eBill deployment throughout the provider community depends on Agents delivering greater bill and remittance processing efficiency which equates to demonstrably lower cost.  Our deep involvement with the Texas health care provider community leads us to conclude that it is imperative for all parties involved in eBill to engage in a collaborative effort to make this transition work.”

Broad based alignment of industry efforts by Processing Agents and vendors furnishing stakeholder compliance services is being acknowledged by a growing number of private and public stakeholders.  Such alignment, in addition to defining eBill technical solutions, will establish a modern processing foundation the industry as a whole can build on.

A number of industry participants – including clearinghouses, third party vendors, billing agents, software vendors, PBM companies, carriers, provider organizations and professional associations – are recommending organization of an “eBill Coalition” to assist in greater collaboration.  This Coalition will create a forum to identify and address mutual solutions.
